Verse 4 states: "For behold, all ye that doeth iniquity, stay yourselves and wonder, for ye shall cry out, and cry; yea, ye shall be drunken but not with wine, ye shall stagger but not with strong drink." At some point along the path to intoxication, you lose your balance. You begin to "stagger" because you've gone too far and consumed too much. These people (in our day) have gone too far. People are staggering under the burden of their errors.
